Do I have to have my own trucks to open a trucking company?

I would like to open my own trucking company. The main purpose of this company will be to provide owner-operators with dispatch. I`m not planning on buying any trucks at this moment, as I want my future company to be 100% owner-operator co. Can I get registered with DOT if I dont own any trucks? What forms do I need to file? Please help me with this dilemma.
